Yeah they can. Just regular Terminator Units cannot take them as Transports (with Space Wolves being the exception), so it’s usually only a character riding along.

Models with Terminator armour have the bulky special rule (Codex: SM p. 126), so they count as 2 models for the purposes of transport capacity (40K Rulebook).
A typical deployment would probably be something like this.
- 8x Sternguard with Drop Pod as dedicated transport
- Fancy Equipment for Sternguard
- Lysander as HQ, being an IC he joins the Sternguard pre-game and deploys with them (40K rulebook for ICs.. p. 39 in the mini-rulebook).

I dumped him. Used to run him as ‘Derek Lysander’ Ultramarine 1st company captain in games of Apocalypse. Could rely on him to take out anything including Titans and the like. But since he now suffers the effects of ‘D’ without his invulnerable save and D will multi-wound its way past eternal warrior he’s too lightweight. He can still thump a titan and a baneblade – but they are going to squash him flat. And that’s not the way for Lysander to go out…
